Very few vendors support MP Plus.  Many ISDN devices can do dynamic
bandwith without MP+ or BACP.  Ascend doesn't.

ComOS 3.8 (which recently started tests) supports BACP and has been
tested with Ascend Pipelines.  It works fine.
