(ASCEND) global ip pools

I've been trying to get global IP pooling to work using an ascend max6000
with radius and radipad running on a solaris box. My user templates have
entry for either of the pool definitions depending on the user type, so
either:

	Ascend-Assign-IP-Global-Pool = "global-pool-student"
or	Ascend-Assign-IP-Global-Pool = "global-pool-staff"

However, regardless of which profile is used, radius/radipad only assigns
ip numbers in the first pool. (40.1-254) for either type of user. Both can
successfully connect and utilize network resources. Im using r1_0Ai5 and
6.1.3 with tbaxkh.m60 on the 6000's. I do have IP pools set similarly on
the max's and until I implemented these new directive, the groups were
being put into their respective subnets using the Ascend-IP-Pool attribute
without problems. Any ideas or additional docs would be appreciated.
Everything I come across online and in the manuals has different info.

global-pool-staff Password = "somestring"
        Ascend-IP-Pool-Definition = "1 138.202.40.1 253",

global-pool-student Password = "sometring"
        Ascend-IP-Pool-Definition = "2 138.202.120.1 253",

radipa-hosts Password = "somestring"
        Ascend-Assign-IP-Server = 138.202.192.7,
        Ascend-Assign-IP-Client = 138.202.128.230,
        Ascend-Assign-IP-Client = 138.202.128.231,
        Ascend-Assign-IP-Client = 138.202.128.232
