(ASCEND) Limiting outgoing calls to specific lines

Our telco has anounced some pricing scheme that has incomming only lines
significantly less costly than their two way lines.  The majority of our
customers are only incomming customers, but a few are both ways.  Is
there a way on the max to limit it to a specific 10 or 12 lines for
outgoing, and if they are busy, wait, and not roll over? I haven't been
able to find a way to do this, but I'm sure that there must be a setting
somewhere...
