Yes.  In System|Sys Config, set Use Trunk Groups=Yes.  Then go into the
Net/T1|Line Config|[name of profile, default is Factory]|Line X...  Then
pick which channels you want to be used for outgoing calls and assign them
to a trunk group other than the default (such as 8).  Then go into the
connection profiles that do outbound and set them to use the same trunk
group.  If you're using RADIUS, I would assume that there's an appropriate
attribute to assign a user a certain trunk group, but I don't know what it
is...
