If you use PAP or CHAP for authentication then you will always be
charged when initiating the callback. A call is made, the connection
goes up, the parameters/password is sent, and then the called router
tears down the connection and calls back.
If you can configure both routers to use CLID for authentication then
the called router authenticates the call from the calling ISDN number
alone. Which is offered via D channel signaling. Make sure your ISDN
port has the ID signalling feature enabled.
You may experience trouble if the call is going through a PBX as opposed
to a plain ISDN socket (greetings to Siemens HiCom debuggers!).
One last hint: I once ran into trouble because _my_ ISDN did not allow
INCOMING IDs! After I called German Telekom they enabled this feature
(which I had never dreamed of to exist) and CLID worked.
