In principle, yes.  In practice, you should instead use the command-line
apt-get tool thusly (after updating /etc/apt/sources.list):

apt-get update
apt-get dist-upgrade

'update' refreshes the list of available packages and 'dist-upgrade' installs
the latest available version of everything with a few additional precautions
to avoid breaking anything, since you're likely to be replacing everything on
your machine.
