RES-RSA 2.9.2 released

RES-RSA 2.9.2 has now been released.

This release contains no new features over 2.9.1, so there is no need to
upgrade if you are using U.S. RES-RSA 2.9.1 or Euro RES-RSA 2.9.

This release contains updated documentation regarding the export of
RES-RSA and the new CVS repository location at SourceForge.  U.S. users
should read the README.US notice in the package.  International users
may download, use and distribute RES-RSA as allowed by their local laws.
