Hmm. 

This is totally avoidable with most classes of routers. I have hundreds of
dialup subnets and ports and my routing announcements never flap unless I
boot the router or restart the BGP sessions. 

On your core router you should define your networks and never export
an OSPF summary for the very reason you state.
