Have you tried making sure that they have the latest firmware for their
modems?  You can try checking the K56Flex web site for firmware download
information - there is a fairly good collection of links on their web
site in "Upgrade Central" -- http://www.k56flex.com/flexupgrade.html --
including a link to Compaq for Compaq Presario 56k updates.  If it is
one of the other Compaq modems, you might try the "Support Software for
Compaq Modems" web page -- http://www.compaq.com/support/files/CPD/modem/

Have you tried disabling the 56K option?  Compaq does have some pages
that cover the modem command sets that are available --

According to http://www.compaq.com/athome/tutorials/modems/modsrc.html
(the "S Register Command Reference"), using "ATS38=0" should disable
the 56K option.
