the problem with having your users call the USR number is that that
test will be running across all sorts of phone company trunks
and switches that are different from the ones they will be going

a while back on this list, Eric Larson posted a lengthy list
of things to do to check the quality of your phone line.  he said
it was emailed to him by Ascend tech support.  i have 
most of it paraphrased as part of the FAQ page for our dialin services
