I think you are seeing the following:

  50  Call is active on a modem outdial session

Which I think means the P75 considers your lines to already be in use.

This page tells you:
  "M"  The line is in a multipoint active state, initialized in
       single-terminal mode, and is physically connected.
       Only 1 b-channel is available.  Verify both your spids are
       entered correctly.
