this is currently a topic of debate here at the univ @ buffalo....
"should we provide a facility for our users to circumvent tarrif charges?"

my point of view is that *we* aren't doing anything... we are giving
the choice to the users.  they can choose to use 64k data channels and
pay $.01/minute/channel in usage charges, or they can choose to
sacrafice some bandwidth (use 56k channels) and not have to
pay the usage charges.  can anyone provide any info (or pointers)
regarding the "legal issues" of this topic?  does BA have any recourse
for dealing with customers who use DOV and keep it nailed up for
hours upon hours?  does anybody have a pointer to the actual
tarrif(s) for new york state?
