Okay, let's go over this sentence by sentence:

Okay, this is true.  A commercial software publisher
is usually in the business of making money selling
that software.  There's nothing wrong with that statement.

Okay, this is kinda-sorta true.  If you're willing to pay
the money, you can probably buy support.  Either way,
though, that has nothing to do with the trustworthiness
of the software - only the fact that you can get support
for it.

>Checking this box means that software that is correctly
>signed by any commercial software publisher can be
>installed on your system without first asking for your
>approval.

Again, this isn't saying that commercial software is all
trustworthy.  It says you can click the checkbox, and
say that any software signed by Microsoft/Verisign/whoever
is - but it's not asserting that that is the truth.
